二、培养目标
培养掌握马克思主义基本原理和中国特色社会主义理论体系，具有良好的政治素质和职业道德，掌握公共管理专业知识和技能，能够综合运用管理、经济和法律知识解决公共管理过程中的实际问题，具有较高职业素质，精通某一公共管理领域的管理者、政策分析者和领导者。
Aims to train managers, policy analysts and leaders with high professional quality and who are proficient in a certain field of public management. Students should master the basic principles of Marxism and the theoretical system of socialism with Chinese characteristics. Through courses study, they should comprehend the professional knowledge and skills of public management and be able to use management, economic and legal knowledge to solve practical problems in the process of public management skillfully.
三、学制与学分
公共管理专业学位研究生学制为3年，不能按时完成学业者，可申请适当延长学习年限，最长不得超过4年。
应修总学分不少于36学分。
四、培养方式
政、教、研融合培养。充分利用科研资源和社会行业资源，学校培养单位与公共部门、非盈利组织共建政教研融合基地，合作单位参与培养方案制订/修订、实践课程和案例课程建设、专业实践指导、学位论文开题与答辩、培养质量评价等研究生培养的全过程。
五、培养环节
1.导师选择确认
根据双向选择，完成导师确认。
2.制定个人培养计划
结合学生研究方向和个人特点，学生在导师指导下制定个人培养计划，填写《365游戏平台官网硕士研究生个人培养计划表》，经导师和学院主管领导审核签字，交学院备案后执行。学生若因特殊情况需要变动个人培养计划，须征得导师及学院主管领导同意，在每学期选课期间修改。课程最终选定后不得退选，如果考核不合格，必须重修至合格。
3.开题报告
开题报告一般在第四学期进行，距离申请硕士学位论文答辩的时间应不少于10个月。学生按要求填写《365游戏平台官网硕士研究生学位论文开题报告》后，依照《365游戏平台官网研究生学位论文开题管理办法（试行）》进行开题答辩及其他环节的评审。
4.进展报告
学生开题后按期填写《365游戏平台官网硕士研究生学位论文研究学期进展报告》，每学期至少提交一份，毕业审核时至少提交三份。
5.中期考核
第三学期结束前完成首次中期考核，考核内容包括政治思想、道德品质、身心健康情况，以及课程学习、实践创新能力等情况。考核时需修完不低于60%的课程学分，其中专业核心课程不得少于2门。学生填写《365游戏平台官网研究生中期考核表》。
具体考核办法按《365游戏平台官网研究生中期考核管理办法》执行。
6.专业实践
专业实践一般从第三学期开始，实践时间不少于6个月。实习期间，学生按要求完成实习过程记录；实习结束后，学生提交《专业学位硕士研究生实践报告》；由实践单位、实践指导老师和导师对学生的专业实践表现进行考核，通过后可取得相应学分。专业实践要求详见《365游戏平台官网专业学位硕士研究生专业实践管理办法》。
7.参加学术会议
在校期间，至少参加一次全国性学术会议。
六、学位论文
论文评阅与答辩、毕业与学位授予按相关规定执行。
